Rotate pipes to route the water and turn dry land into a canal town

Tap a tile to turn the pipe 90 degrees. When water reaches the second gold marker the board clears into materials. Spend them to lay one canal at a time. Every board is solvable: shuffling only rotates pipes, it never changes their type.
